GO 26 Telangana Treasury to Issue Digital Cheques

Assistant General Manager, Reserve Bank of India, Hyderabad has requested to discontinuation of the requirement of Paper to Follow (P2F) and implementation of digital cheque system in all deposits as early as possible duly making amendments in the existing codal provisions/procedures.

Director of Treasuries and Accounts, Telangana, Hyderabad has suggested the certain amendment to the existing Treasury Code if the system of physical presentation of LoCS/Cheques in deposit in respect of State Government transactions is dispensed.

Government after careful examination of the matter, hereby issue the following amendment order to the Telangana Treasury Code, Volume-I.

AMENDMENT

For
Cheque means a written order addressed by a person called the drawer to a bank or a Treasury to pay a sum of money to himself or a third party known as the Payee and includes a Demand Draft drawn on any specified bank or
banker(Including RBI)

Digital cheque is required in e – kuber payment module. Digital cheque shall act as physical cheque and the same will be sent to AG after payment as voucher. Every payment directly into the every beneficiary account digitallyunless, if any, permitted by the Government as special case.

For
Cheque drawn in favour of Government servants and departments in settlement of Government dues shall always be crossed A/c payee only.

Cheques drawn favour of corporate bodies, firms or private persons shall always be crossed.

No cheque shall be issued for a sum less than Rs.10, except when it is done in order to comply with the provisions of a Law or a rule having the force of Law.

Time expired Cheques – The payment within three months from the month following the month of issue is returned to the drawing officer, he shall destroy it and may then draw a new cheque in place of it, if necessary.

Lost Cheques

All cheques are digital in nature. In case of loss of digital cheque the Treasury will ensure non – payment before issue of fresh cheque.

Cancelled Cheques

Forest department cheques

Cheque means Digital cheque only and payment shall be through e – Kuber directly into the beneficiary account.

For
The Conservator shall authorise the Government servant personally by name to draw the cheques, and may specify the total amount upto which he may draw.

There is no physical cheques only. Digital cheques authorising the credit to third party or beneficiary.

For
A public Works Officer who is authorized to draw cheques from DTOs and STOs.

Cheque means Digital cheque only and Public Works Officer is authorised to draw digital cheques in place of physical cheques.
